Theyarguedthatsincecapturingandcontrollingterroristswouldrequireclose
intelligencecooperationandtheexchangeoffinancialinformationwithmany

rityoftheentireinternationaleconomicsystemthattheU.S.hadbuilt.Would
theneedtoimprovesecurityslowthepassageofvitalgoodsacrossnational
frontiers?Wouldimportantindustrieslikecivilaviationandtourismrecover?
WouldU.S.companiesandtravelersaroundtheworldbecomethetargetsof
terroristaction?WouldtheoilmonarchiesoftheMiddleEastcollapseasthe
warprogressed,andwouldthevitaloiltradebedisrupted?
FromaHamiltonianpointofview,thenewwarneedstobewagedwith
greatvigor,butalsogreatstrategy.Therearemanyfrontsinthewar.Thepoint
isnotsimplytohuntdownandpunishthemassmurdererswhoplannedthe
attack;itistoensurethattheinternationalAmericansystememergesfromthe
warstrongerandricherthanever.Hamiltonianslookedforwaystoprosecute
thewarthatwouldstrengthenU.S.tieswithkeyalliesinEuropeandAsia.
