Benjamin Mkapa, a two-term
president of Ta nzania who helped
transform the nation to a free-
market economy, died July 24 at a
hospital in the country’s commer-
cial hub, Dar es Salaam. He was
81.
President John Magufuli’s of-
fice announced the death but did
not provide further details.
Mr. Mkapa was last seen in
public at a n event on July 11 in the
capital, Dodoma, when ruling
party Chama Cha Mapinduzi
picked Magufuli to run for a
second term in the October elec-
tions.
A former journalist and gov-
ernment minister, Mr. Mkapa
served as Ta nzania’s third presi-
dent since achieving indepen-
dence from England in 1961. He
held office from 1995 to 2005.
Building on initial plans by his
predecessor, Ali Hassan Mwinyi,
Mr. Mkapa is credited with imple-
menting far-reaching reforms
that helped transform the East
African gold- and gas-rich nation
from a socialist state to a free-
market economy.
Mr. Mkapa’s efforts included
selling some state-owned corpo-
rations and opening up the coun-
try to more foreign investment,
policies supported by the World
Bank and the International Mon-
etary Fund.
He also helped mediate politi-
cal reconciliation and peace set-
tlements in countries including
Kenya and Burundi during and
after his presidency.
Mr. Mkapa’s governance poli-
cies that led to the establishment
of institutions to fight graft were,
however, dented by accusations
of improper takeover of some
state assets by officials within his
administration.
Benjamin William Mkapa was
born in Ndanda on Nov. 12, 1938.
He graduated in 1962 from what
is now Makerere University in
neighboring Uganda and re-
ceived a master’s degree in inter-
national affairs the next year
from Columbia University.
Early in his career he worked
for the ruling party’s newspaper,
was press secretary for President
Julius Nyerere and was founding
director of the Ta nzanian news
agency. He then went on to lead
various ministries.
In 1966, he married Anna
Maro, and they had children. A
list of survivors was not immedi-
ately available.

Joe oftentold the storyof his motherwho
becamepregnantwithhim at age 45. Her
doctoradvisedher to give up the baby,telling
her thatshecoulddie in childbirth.She
refused.WhenJoe was bornon May 22, 1925,
his next siblingwas 14 yearsolder.
Joe'slife was full of excitement,intrigue,travel,
greatfoodand drink,and mostof all love.His
life partnerwas WashingtonarchitectArnold
Primawho predeceasedhim in 2016,following
a52year relationship.Joe workedfor five
yearsfollowinghis highschoolgraduation,
savingmostof his earningsto put himself
throughSienaCollegein Albany,from whichhe
graduatedin 1951.Followinggraduation,his
first professionaljob was withthe CIA, where
he enjoyedan 11 year career,includingforeign
assignments.Henext workedin the White
HouseunderPresidentLyndonJohnson.For
the rest of his workingcareer,heheld several
federal positions.Joe becamearesidentof
West Palm Beach,Floridain 2001.He contin-
ued to spendsometimein Washington,DC
wherehe maintainedalarge circleof friends.
