1.Aspartofitsvisiontoensuresustainableeconomicdevelopment,theGovernmentof

Rwanda(“GoR”)wishestopromoteandsustainthegrowthofprivatesectorbydivesting

state-ownedassetsandcompaniestotheprivatesector.TheUmubanoHotelis locatedin

Kacyiru,Kigali,Rwanda.Thehotelis a luxuryhotelwitha landsurfaceofapproximately 5

hectares,consideredamongthebesthotelsinRwanda.Thehotelis currentlyownedand

managedbytheGoR,throughtheAgaciroDevelopmentFund(“AgDF”)CorporateTrust

Limited.

2.OnbehalfoftheAgDFCorporateTrustLimited,theRwandaDevelopmentBoard(“RDB”),

astheGovernmentinstitutioninchargeoftheprivatizationofstate-ownedassetsand

state-ownedcompanies,isseekingtoprocureinterestedindividuals,companiesand/or

consortiumstopurchasetheUmubanoHotelfromtheGoR,througha fairandtransparent

competitivebiddingprocessin accordancewithRwandanlawandinternationalbestpractice.

3.Thepurposeofthistendernoticeis toidentifypotentialcompaniesand/orconsortiums

with the requisite technical and financial capacity to purchase and operate the

hotel as specified in the bidding documents (Request for Proposals (“RFP’’).
