Election officials send applications for mail-in ballots on time; the U.S. Postal Service delivers them promptly. Applications received earlier are processed earlier, which means ballots can be delivered (and submitted) sooner.

Election offices and mail centers run into problems with vote-by-mail. The later that applications for mail-in ballots are delivered, the more likely they’re returned in a crush, given the unprecedented level of interest in mail-in voting.
