Paul, the Book Review’s editor and the host of the podcast,
interviewed David Nasaw about his new book, “The Last
Million.” The title refers to Eastern European refugees who,
for various reasons, did not or could not return home from
Germany following World War II. Here is an edited excerpt.

Pamela Paul What is less known about those among
that last million who were Jewish?

David Nasaw It was a shock to me that the United
States Congress did nothing to offer refuge to the
victims of the Holocaust.

When a displaced persons act was finally passed
by Congress, it was written in such a way to render
ineligible for visas 90 percent of the Jewish survivors.
And why? Because the Cold War had erased for many
the memory of Nazi atrocities.

The Jews who were from Poland or who had spent the
war in the Soviet Union, the only safe place for Polish
Jews, were accused by large numbers in Congress
of being communist sympathizers or communist
operatives.

The British refused and said, Why should we help out
these Jews when you in the United States are doing
nothing? It took three years for the Americans to accept
any displaced person for resettlement.

On the contrary, Truman, understanding that he
could not get a majority in Congress to support the
resettlement, pushed and pushed the British to open
Palestine to the quarter million Jewish survivors who
were left in Germany.
