4.4 Fraudulent profiteering
This section argues that it is obvious that IELTS’s senior examiners willfully and persistently
coordinate global systemic examiner fraud to maximize total revenue and economic surpluses.
Moreover, this criminal behavior is sanctioned and coordinated by IELTS’s head office.
I conservatively estimate that:
Total revenues earned from fraud over the past two decades exceed USD$1 billion;
