Investment Guaranty Agency(MIGA), of
whichhe wasthe interimchiefat its inau-
gurationin 1988.Rudfinishedhis career
as Presidentof InternationalInvestmentSer-
vices,wherewithotherseniorpartnershe
advisedgovernmentson creatingfavorable
climatesfor foreigninvestmentandindige-
nousprivateenterprise.
Rud was amemberof the Councilon Foreign
Relations,the NationalCommitteeon Amer-

Societyof the Cincinnati.Rud tookup paint-
ing andstoneandwoodsculptingin his

tic assignmentswereprimarilyin the
Bureauof ConsularAffairsof the Depart-
mentof State.Gary waspromotedinto the
SeniorForeignServicein 2011and retired
the followingyearat the rank of Counselor
and holdingthe positionof DeputyDirector
for CanadianAffairs.
In additionto the prideGarytookin his work
andserviceto his country,hedeveloped
apassionfor jazz,finewine,and good
food.He especiallylovedclams,whichhe
wouldeat in any waytheywereprepared,
sometimeswithregret.Garyalsoenjoyed
traveling,especiallyto exoticplaceswhere
he and his wifecouldsee animalsin their
nativehabitats.This experiencegavethem

leadershipand service,the imprintyou left on
the world,yourdecencyandkindness,your
intellectualcuriosity,and youropen-minded-
ness.You showedus the world,taughtus to
thinkfor ourselves,passedon yourloveof
sports,and instilledin us adeep appreciation
of all kindsof musicandcultures.You were
the besthusband,father,brother,coach,and

1960,Joe enlistedthe helpof his BerkeleyLaw
friendsJerryBrady and GaryGlennto develop
andpromotethe program,withBurdickas
aconsultant.In 1961,Joe formallyfounded
ACCIÓNInternational(nowcalledAccion),a
grassrootscommunitydevelopmentinitiative
in 22 barriosin Venezuela.He securedsupport
fromfoundations,corporations,and individu-
als in LatinAmericaandthe US to fundthe
program.
Joe’sphilosophydepartedfromforeignaid
approachesthatimposedexternalsolutions.
He believedtheworkbeganby listening
carefullyto theneedsidentifiedby local
communitiesand workingalongsidethemto
developand implementresults.Joe recruited
Accion’svolunteersfromcollegecampuses,
and theyprovidedtechnicalsupportand assis-
tanceto enablelocalresidentsto establish
schoolsandbuildwatersystemsandhealth
centers.Lastingchange,they believed,would
resultfromgivingcommunitiesthe toolsthey
neededto helpthemselves.Joe wrote,“We
believethatthe collectiveinitiativeof hun-
dredsof suchcommunitiescan bringprogress
withoutbloodshed,andchampionthe most
revolutionaryideaof all -the dignityof the
individualhumanbeing.”
Amongthe first classofAccionvolunteerswas
WinifredAnneMarich,aUCLAgraduatewith
adegreein Spanishdeterminedto makea
difference.When Winniearrivedin Venezuela,
Joe wasimpressedby her abilityto connect
withlocalcommunitymembersandlead
developmentprojectsin the communitiesshe
served.Joe describedWinnieas “formidable”
and afterfouryearshe offeredher aposition
withAccion’snew program in Brazil.Joe and
Winniemovedto Rio,wheretheyworkedall
day,dancedall nighton the beachand at the
discotheques,and fell in love.Theymarried
in 1967andenjoyed52 yearsof loveand
partnership.
Throughoutthe 1960s,Joe expandedAccion
withaheadquartersin NewYork andpro-
gramsin BrazilandPeru.His visionand
the foundationhe builtpositionedAccionto
becomean earlypioneerin microfinance.
Accionnowhas anetworkof programsand
partnersacrossLatinAmerica,Sub-Saharan
Africa,India,the UnitedStates,and beyond.
Six monthsafterJoe foundedAccionin 1961,
SargentShriverlaunchedthe PeaceCorps.In
1969,at the ageof 34, Joe wasappointed
Director.Underhis leadership,the Peace
Corpsdiversifiedits applicantpoolby focusing
recruitmenteffortsat HistoricallyBlackCol-
legesandUniversities,and reachingout to
unionmembers,skilledworkers,farmers,mid-
careerandretiredvolunteers,and families.
He alsodevelopedaprogram to combine
academic credit with international and
domesticserviceto advancestudents’educa-
tion and careergoals.
Joe was creativeand free spirited.In 1970,the
PeaceCorpsVolunteermagazineobserved
thatJoerodeamotorcycleto work,did

On October7, 2020,our father,JosephHoffer
Blatchford,passedawaypeacefully.We, his
threechildren,Andrea,Nicholas,and Antonia,
andourmotherWinnie,were by his side.
Therearemanythingsthatourdadmay
be publiclyrememberedfor:his international
developmentworkas the founderof Accion,
his serviceas Directorof the PeaceCorps,
andhis professionallife as an attorney.As
his children,thereare countlessthingswe
appreciateandmiss:his unwaveringlove
andsupport;exposingus to all kindsof
music,cultures,and sports;and encouraging
us to cultivateour individualidentities.Per-
hapsmostof all the familydancepartiesin
the livingroom,withour dadas the deejay
playingsamba,R&B,jazz, disco,rock and roll,
Motown,opera, and musicalsoundtracks.He
wasagreatdancerandagreatman,full of
love,life,and rhythm.
Our dad Joe was bornin Milwaukee,Wisconsin
to GeorgeandZoe(Hoffer)Blatchford.His
familymovedto Los Angeleswhenhe was
ten yearsold. Afterhighschool,Joe earneda
tennisscholarshipto UCLA,wherehe became
Captainof the Bruins 1956 NationalChampi-
onshipteam.Joe graduatedwithamajorin
PoliticalScience,and thentraveledto Europe
to playin varioustennistoursandcompete
in Wimbledon.He waslaterinductedinto the
UCLATennisHall of Fame.
AlthoughJoewasagreatathlete,heput
asidehis tenniscareerand usedhis education
andloveof musicandsportsto makea
differencein the world.Whileattendinglaw
schoolat the Universityof California,Berkeley,
he raisedprivatefundsand organizedaseries
of goodwilltennisand jazztoursthroughout
LatinAmerica.He traveledto 30 cities,where
he met withlocalyouthto buildfriendshipshe
believedwouldfostermutualunderstanding
and leadto politicaland socialchange.
AfterreturningfromLatinAmericain 1959,
Joe metEugeneBurdick,co-authorof The
UglyAmerican.Inspiredby his criticismof
foreignpolicy,and by WilliamJames’essay
“TheMoral Equivalentof War,”Joe beganto

of Stafffor Operations,the DeputyChiefof
Stafffor Logistics,and the JointChiefsof Staff.
Afterretirementfromthe Army,Duanesettled
in Arlington,VA withhis familyandbecame
acertifiedfinancialplanner.Heretiredfrom
his secondcareerin 2005andhe andJean
movedto PatriotsColonyin Williamsburg,VA.
In retirementhe pursuedhis interestin family
historyand wroteand publishedahistoryof his
1710 familyhomesteadin RhodeIsland.
Col.Smithis survivedby his wifeJean,and
daughters,ShelleyMiller,(Benton),Carolyn
Purks,(Martin),andBrookePotthast,(John),
ninegrandchildrenand 13 great-grandchildren.
