  1. (A) Positive feedback loops enhance or amplify changes, tending to move a
    system away from its equilibrium state and make it more unstable. Negative
    feedback loops tend to dampen or buffer changes, which tends to hold a
    system to some equilibrium state, making it more stable. In this case,
    legislation that makes it easier or more cost-effective to use water for thirsty
    crops would increase the demand for water.
