his familysince1965.He leavesbehindhis

thoughhe occasionallyhad astrongopinion
to sharewith thosewho disagreedwith him.
He was also livingproofthat you can take the
boy out of Illinois,but you can'ttakeIllinois
out of the boy.
He was aChicagoBearand ChicagoCub fan,
owingthemhis unquestioningloyalty.Even
thoughthey are not fromIllinois,Charleswas
also adevotedNotreDameFightingIrish fan.
Charleswentto grade schoolat Hardyprep,
part of the SacredHeartnetwork,and regu-
larlyreturnedto Chicagofor reunionswith
his buddiesfromthere.Hereceivedhis
high schooldegreefromMarmionAcademy.
He receivedhis BA in politicalsciencefrom
LoyolaUniversityin Chicagoand his Master’s
in Businessand PublicAdministrationfrom
the Universityof Illinoisin Springfield.
Charlesis survivedby his wife,Patti Turner,

CompetitionEnhancementAct of 1984;
Competitionin ContractingAct amendments
to the 1985DefenseAuthorizationAct; the
DefenseIndustrialBasePreservationAct of
1988;and the establishmentof the Defense
BaseClosureand RealignmentCommission
in 1990.
Charlesservedas the ExecutiveDirectorand
SpecialAssistantto the Chairmanof the
1995 DefenseBaseClosureand Realignment
Commission(Commission).As the Executive
Director,heintegrated the goalsof the Com-
missionChairmanwith the sevenotherpres-
identialappointedcommissionersand other
commissionerto helpachievebipartisan
agreementon the baseclosureand realign-
mentplan producedby the Commission.
AfterCharlesleft publicservicein 1999,
he wentinto privatepracticeas alobbyist
representingfirms andstate andlocal
governmentspursuingdefenseappropria-
tions,and did this workinto 2020.
