while every other state allowed abortions only in cases of rape or incest or to preserve the
life of the woman.Abortion Rates by State, 2006In 2006, 22 percent of all pregnancies were terminated by abortion,
while another 15 percent miscarried. The highest abortion rate was in the District of Columbia, where half
of all pregnancies were aborted; this was followed by New York (33 percent), New Jersey (31 percent), and
Maryland (30 percent). The states with the lowest abortion rates were Utah (7 percent) and South Dakota
(9 percent).
