Annex A - Guidelines on simulator

exercises

The outcomes of the training (see Annex C) will be achieved by using a
series of realistic ship simulator exercises conducted in real time and
supported by instruction through briefings, de-briefings and discussion.
During the sequence of exercises there should be an opportunity for
candidates to act in support and management roles and as a sole
watchkeeper.

The training plan should consist of several simulated exercises which follow a
logical and realistic sequence. Time for equipment familiarisation should also
be incorporated. The length of each exercise will vary according to the
particular requirements of each exercise, but at least 30 hours must be
devoted to the practical use of ECDIS and enable the candidates to:

understand the importance of ECDIS in conducting safe
navigation and use electronic navigational tools effectively.

The exercises should become progressively more challenging and should
include:

i familiarisation with ship, bridge equipment, manoeuvring
characteristics, procedures and standing orders; familiarisation with
the passage plan; preparing bridge equipment for sea passage;
navigation in coastal waters; using electronic records;

ii keeping a navigational watch in traffic congested areas in clear and
restricted visibility;
iii keeping a navigational watch in open/coastal waters in clear and
restricted visibility; monitoring and assessing traffic, identifying a
collision risk and taking appropriate action;
iv keeping a watch in coastal/harbour approach areas in clear and
restricted visibility; approaching anchorage; use of other navigation
equipment;
v making appropriate responses to equipment failures;

vi notifying the Master where appropriate.

Debriefs should be held after every exercise and before progressing to the
next.
