The requirements of Section A-I/12 of the
STCW Code governing the use of simulators for
training and assessment must be observed (see
Annex D). These include:
i simulator training objectives;
ii training procedures;
iii assessment procedures;
iv qualifications of instructors and assessors.
Evidence of competence The outcomes at Annex C are complementary
to and support the marine national occupational
standards B02 and B11. All candidates for
certificates of competency will be required to
present sufficient evidence that they have met
all aspects of the performance criteria specified
in this annex.
In accordance with requirements of the STCW
Code to demonstrating competence, evidence
of competence in the use of ECDIS of position
fixing and navigation must be obtained from
approved simulator training. Guidelines on the
conduct of such training and assessment are at
Annex D.
Subject to the above, a variety of sources of
evidence may be used but must include
evidence of candidates’ ability, under
appropriate conditions, to apply relevant
knowledge, understanding and proficiency for
keeping a safe navigational watch using ECDIS.
Direct observation, simulation and role-play
would be considered ideal approaches to
generating much of the evidence required.
Additional evidence may be gained by oral and
written questioning.
Assessment procedures Training centres must devise robust and reliable
instruments of assessment, for consideration as
part of the approval process, having due regard
to the provisions of the STCW Code concerning
the use of simulators.
An assessment plan should be given to the
candidate at the start of the training. The plan
should include written assessments and oral
questioning as part of practical demonstrations
of procedures for setting up and using
equipment. Accurate records should be made
of the assessment instruments used, showing
how evidence for each outcome is generated,
including details of marking schemes. Records
