Because PQRS    is  a   parallelogram,  opposite    sides   are equal   and PS  =   6.
Midpoint T divides that 6 into two 3s. The area of the parallelogram,
which is equal to the base times the height, is given as 24, and because
the base is 6, altitude must be 4. Put all this into the figure, and the
hidden special triangle reveals itself.

Now you can see that    ∆PQT    is  a   3-4-5   right   triangle    and that    PQ  =   5.
Opposite sides are equal, so RS = 5, too, and the perimeter is 5 + 6 + 5 + 6
