No single country owns the seas and oceans of the world. Therefore, nations of
the world have had to work together to agree on how to deal with ships, crews,
cargoes, ship passengers, fishing, and exploration when a problem arises on the
high seas. This kind of law is known as maritime law. Maritime law has existed
a long time—it dates back to the age of the Roman empire. Today some
countries, like the United States and Great Britain, have their own maritime
laws that govern their citizens’ use of the high seas. The United Nations is the
world organization that works to develop and enforce, or carry out, maritime
laws worldwide. However, not all nations agree with the United Nations’ ideas
on how to govern the oceans and seas.
