When he testified before Primus, Asmodeus attributedhis actions to the dictates of law andthe survival of thecosmos.He admitted that he swayed mortals to evil, buthe and hisminions never breached a contract and ex-plained theterms clearly. Had they not obeyed the ruleof law in doingso? Was it not mortal ambition, ratherthan infernal deception, that led so many soulsastray?Asmodeus alsopointed out that the souls harvestedfrom the MaterialPlane went on to serve in the infernallegions that repel theendless tide of the Abyss. We re notsuch souls put to gooduse against the demonic hordes,a power that if uncheckedwould scour the universe ofall lawfulness and goodness?He further asserted that hewas bound to the rulesa nd traditionsof the Nine Hells, compelled to adhere tolawand to maintain the devils' trafficking in souls. If he
violatedthose laws, he would be no better than the de-mons he fought. Mortals who refuseda devil's offer wereleft a lone, in accordance with the law. Thosewho struckdeals with his followers and the n somehowturned thecontracts against the devils were freed from their debts.A contract is thelaw, and the law is a contract.Primus weighedAsmodeus's words and listened pa-tiently as angel after angel testified to his crimes.Hoursturned to days and days into weeks as more and moreofhis sins entered the courtrecord.Even Primus's patiencehas its limits, and in time, theremaining angels who wereeager to testify were toldthat only a few more would be allowed to speak. A brawlbroke out when one angel, Zariel, pushed her way to thefrontand demanded to be heard. As the scuffle turnedinto a battle, Asmodeus looked on with a smirk.In the end , Primus declined to issuea definitivejudgment. He rebuked the angels for theirdescent intoinfighting,but didn't punish Asmodeus for his evil ways.He did, however,order Asmodcus to forever carry amighty artifact,the Ruby Rod, that would guarantee hisadherence to law. The ar tifact, which has remainedatAsmodeus's s ide ever since, grants him and his under-lings the right to enter in to contracts with mortals fortheir souls but unleashes a n inescapable punishmentupon any devil that breaches s uch a contract.HE WHOWOULD RULEAsmodeus wants to rule the cosmos.Under his watch,he believes, the universe would take on apristine, per-fect state, with every living creature assigned a place inthe infernalhierarchy. Wars would end, and every crea-ture would havea purpose to fulfill. The universe wouldbe a utopia, at least as Asmodeus views s ucha thing.Of course, as he sees it, Asmodeus is the onlybeingwith the charisma, strength, and insight necessarytos hepherd in this idealfuture. His rivals are inferiorswho, if left to their owndevices, will turn the cosmosinto a demon-infested maelstrom. The powers of goodare sentimental fools, too delicate a nd soft to do whatmust be done. In his mind, Asmodeus has been chosenbythe universe to protect it from annihilation.If Asmodeus were any less capab
le, his arrogancewould have led to his undoing longago. Yet still hesits atop his throne, having thwarted everyconspiracymountedagainst him. Occasionally, he lures such abeing into a contract and addsa new, unique devil to theranks of the Hells. His most recent recruit is Zariel, aformer angel. His supposed daughter, Glasya, is thoughtby some sages to be a godlike entity of unknown origi n.LORD OFNESSUSAsmodeus resides in Nessus, the bottommost layer ofthe Nine Hells.By design, the place is devoid of activity,s ince Asmodeusvalues h is privacy and safety. The en-vironment is a rocky wasteland, crisscrossed bydeepfissures and lacking roads, bridges, and other meansof passage. Asmodeus dwells in a great fortress some-where in the wasteland, at the bottom of its deepest pit.Only his most trusted followersand most important ad-visors know the route to it.He remains inside, relying onmessengers and magic to convey his dictates.ZARI

Accompanied by a mob of mor-tal followers, she cut a swath through a legion of devilsbefore their numbers overwhelmed her. A delegationof bone devils later dispatchedto the site by Asmodeusrecovered her unconscious formbeneath a small moun-tain of her s laughtered enemies.
