Intersectoral Projects must have intersectoral features to foster and
support comprehensive, integrated ECD programs.


Replicable Projects must be replicable to other settings and
communities.


Sustainable Proposals should indicate sustainability by using the
funds awarded and by inviting parents, families, com-
munities, and the private sector to support the project.


Viable Projects must have viability technically and financially.


Consensus- Proposals should describe a consensus-based or
based consensus-oriented approach for the ECD project.


Impactful Proposals should demonstrate the potential for the
project to have a local and/or regional impact on early
child development.


Evaluative Proposals should include a strong evaluation compo-
nent and designation of objective indicators for evalu-
ating the results of the project.


The Technical Operating Unit manages the review process for se-
lecting grantees. In an initial evaluation, the unit evaluates the com-
pleteness of the proposals (e.g., adherence to the guidelines and
form) and responsiveness to the selection criteria.
Proposals receiving 70 points or higher undergo a second review
according to scoring rubrics that have been established for the project
to select winning proposals. Each proposal is reviewed by two school
and education specialists whom staff select from the unit’s database
of experts who have been trained by staff to review and evaluate pro-
posals. During this review, reviewers construct matrices documenting
the proposals’ essential information and scores received.
