THE TWO PHASES OF STRUCTURAL ADJUSTMENT/169The drastic slimming regime - and even plain and simple
dismantling - imposed on the states of the periphery, aims to
eliminate obstacles to the expansion and two-way flows of capital
controlled by the countries of the centre. The objective of the
dominant classes in the North - with the complicity of the South
and the East's rulers - is crystal clear. This does not mean that
some governments in the periphery will not try to manoeuvre
their way to retain control over some strategic sectors of 'their'
economies. More importantly, nor does it mean that the oppressed
will not show a tremendous capacity for resistance - which could
take matters in a different direction: towards a socially just form
of development.
