A non-profit corporation Efficiency Valuation Organization (EVO)
(www.evo-world.org) has developed the International Performance
Measurement and Verification Protocol (IPMVP), now in its fourth
edition. In 2008 EVO expects to release the first edition of its new
International Energy Efficiency Financing Protocol (IEEFP). The IEEFP
will help financiers understand energy efficiency projects, specifically
addressing:
- assessment of the quality of savings predictions and project
plans; - management of the installation and operational problems that can
impede the actual savings; - use of the verified energy savings stream to enhance the negligible
collateral usually found in most efficiency projects; - appropriate terms and conditions for lending agreements; and
- assessment of the validity of energy savings reports or claims.
The IPMVP was initially funded by the American government
but is now funded by a wide range of interested parties and over 200
individuals. EVO also receives funding from its recent IPMVP training
in Canada, China, Europe, South Africa, Taiwan and the United States.
The work is supported by a large group of volunteers, many of who
have been committed to the work for the past 11 years.
Development of the IEEFP has been supported by Asia-Pacific
Economic Cooperation (APEC), and the British Global Opportunities
Fund (GOF) in its first stages of development for Thailand and Mexico.
It has engaged volunteer financiers from these two specific countries
and around the world on EVO’s IEEFP volunteer committee.
