Can I control whether the browser asks my user
to save the document instead of just opening it?
No. If the user has the correct plug-in for the
document type, such as Adobe Reader for PDF files,
the document simply opens. If the user does not
have the correct plug-in, the browser asks the user
to download the file. If you want to ensure that the
file is downloaded, save it as a Zip file because all
browsers download Zips instead of opening them.

What happens if I link to a Microsoft Office
document?
Office documents are treated the same as any other.
If the user is on Windows and using Internet
Explorer and has Office installed, the document
opens in a special plug-in within the browser. If the
user is not on Windows, or is using a different
browser, the user is prompted to download and save
the document.
