HOW TO USE THIS LEADERSHIP TOOL
Leaders “... have learned that to move quality to the level of top priority is not a simple change. Certainly it is not just a mat-
ter of hoisting banners that proclaim that quality has top priority. Instead it has turned out to be a profound change.”
—J. M. Juran, JURAN ON LEADERSHIP FOR QUALITY
Like all leadership tools, the quality leadership movement has had huge successes and proponents
along with failures and detractors. Besides using the statistical quality tools, both quality gurus,
Edwards Deming and Joseph Juran, were clear that a change of leadership style was required.
Loosely based on Deming’s famous 14 Points, this is a checklist of principles upon which
a total quality leadership program should be based. Rate yourself and write an action plan for
those items needing action.

- A straightforward way to illustrate the relative
frequencies and variations in quality measure. - Helps analysis by making variations stand out.
- Whereas a histogram is a static snapshot in time, a control
chart is a moving picture of a quality measure over time. - Two statistical measures are used, the average and the range,
both bounded by upper and lower control limits. - It is used to measure the performance and stability of
a process over time.

interspersed by periods of continuous
improvement.
✔ Leaders must be systems, change, and pro-
cess improvement leaders for their organi-
zations to thrive.
