Still,the coal deal isalandmark,and morethan20 coun-
tries agreed to stop building or permitting coalplants. Butif
Indiaand China don’treducecoaluse,itwill be tough to limit
global warming to 1.5degrees Celsius.The Climate Action
Tracker consortiumfoundthatCOP26pledges wouldpro-
duce twice thegreenhouse-gasemissionsby 2030 needed to
