You can upsample only when you convert a discrete-time system to a new faster
sample time that is an integer multiple of the sample time of the original system.

Upsample a discrete-time system when possible and use Tustin with Prewarping
otherwise. Also, specify the prewarp frequency in Prewarp frequency (rad/s).
