pointed by the people, he can also be removed by the
people, if they find that he IS carrying on the admin-
istration according to the commands of God and in
the best interests of the people.
The fourth basic principle is that all pulic matters
are to be decided by consultation and after taking
into coisideration the views of the citizens or the Is-
lamic State :
"So pardon them and ask forgiveness for them con-
sult with them upon the conduct of affaire. And
when thou art resolved, then put thy trust in God Lo!
God loveth those who put their trust in Him." (The
Quran 3:,159)
"And those who answer the call of their Lofd and
establish worship and whose Government is by con-
sent themselves and who spend on others out of
what we have bestowed on them." (42:28)
Islam brought into existence the first true democra-
