System command shall also initiate and define the frame work for
an emergency response operation, in terms of the aim of the ope-
ration, resources, time and geography, as well as ensure that the
total assistance need is met, with regard to a single response ope-
ration and in general terms (including potential assistance needs).
The aim of the operation describes in basic terms the goals of the
system in executing emergency response operations.
Defining response operations also encompasses managing the
provision of resources over a period of time for ongoing opera-
tions, which entails, among other things, the planning, procure-
ment, allocation and distribution of resources. Moreover, system
command is responsible for coordinating and prioritising ongoing
response operations or response operations with emergency pre-
paredness production.
Since system command is responsible for, among other things,
the administration of emergency preparedness product ion, risk
situation appraisal and the provision of resources for ongoing ope-
rations, it has to be active continuously.
