It is not always easy to satisfy society’s needs for protection.
A lone individual or a single organisation cannot handle the en-
tire range of problems and issues that arise in conjunction with
emergency response operations. Response operations must be ba-
sed on cooperation and collaboration between various individuals
and many different organisations. Knowledge and understanding
is therefore required of the preconditions of these various indivi-
duals and organisations.
One should also keep in mind that the quality of an emergency
response operation is to a certain extent determined by third­par-
ties, and how those in need of assistance perceive the assistance
offered.
