is being configured at the incident site,
one should also consider a plan for
concluding the work, so that the crews
can return to their bases when the work
is finalised.

with response operations are associated
with the role of incident commander. It is
the decisions of authorities that must be
recorded to include, among other details,
the time the decision is taken, what the
decision concerns and who is affected by it.
