Moderna,beforereturningtoChinafrom
Bostonatthestartofthepandemic.His
homecomingwashailedbystatemediaas
apatriotansweringthecallofthemother-
land.Hiscompany,AbogenBiosciences,
hasworkedwiththePeople’sLiberation
Armytodevelopthecountry’smostad-
vancedmrnashot,andwaspartofapro-
grammethathasinvestedatleast$2.3bnin
developinglocalvaccines.
Resultsfromphase-oneclinicaltrials
ofAbogen’sjab,knownasarcoVax,were
recentlyreleased,accordingtostateme-
dia.Insomeways,thatlooksimpressive,
comingjustayearandahalfaftertheWest-
ernversions.However,thecompanyhas
notmadeanystatementsaboutwidede-
ployment.Annualproductioncapacityof
200mdoseslooksmodestnexttothe4bn
dosesexpectedthisyearforthePfizer-
BioNTechvaccine. BioNTechofferedto
provideitsshottoChinainapartnership
withFosun,alocalconglomerate,ayear
ago.BychampioningarcoVaxwhiledeny-
ing approval to Western mrna jabs
(thoughnotWesterncovidpills,oneof
whichwasapprovedthismonth),MrXiap-
pearstohaveplacedahighervalueonself-
reliancethanonpublicwell-being,says
HuangYanzhongoftheoftheCouncilon
ForeignRelations(cfr),athink-tank.
Similarconsiderationsappeartohave
slowedprogressinagrochemicaltechnol-
ogy. Foreign genetic-modification and
seed-editingmethodshavebeenbanned
fromdomesticuseoutofalong-heldfear
thatthiswouldhandforeignfirmscontrol
ofChina’sgrainsupply.Chinesecompa-
nieshavebeendevelopinghome-grownal-
ternatives;DabeinongBiotechnology,abig
feedproducer,isinvestingheavilyinre-
search.They havealsobeenprocuring
themthroughacquisitions.Themostnota-
bleofthesewasthe$44bnpurchasein
2016 by ChemChina, a state-controlled
chemicalsconglomerate,ofSyngenta,a
Swissseed-and-agrochemicalsgiantwith
agranary’sworthofintellectualproperty.

Butacontinuedlackofdomesticproduc-
tioncapacitymeansthatChinaisstillde-
pendentontheimportofcrops.In 2021
Chinaspentatleast400bnyuanonim-
portsofsoya,cornandcotton—muchofit
geneticallymodified(seechart2).
Importedaeroplanesand partscost
Chinaconsiderablylessthanthat—$19bn
lastyear.Buthere,too,thepartywantsthe
industrytoflyfreeofforeigndependen-
cies.Ifstatemediaaretobebelieved,ital-
readyis.Thisyearcomac,astate-owned
aerospacegroup,planstostartdelivering
itsnarrow-bodyc919,arivaltotheBoeing
737 andAirbusa 320 indevelopmentsince
2008.Chineseairlineshaveorderedhun-
dredsofthem.
Oncloserinspection,though,thec 919
doesnotlookallthatChinese.Thepro-
grammehaseatenup$72bnormore,ac-
cordingtoananalysisbytheCentrefor
Strategicand InternationalStudies,an-
otherthink-tank.Yettheaircraftremainsa
jumbleofforeignparts.Becausetheturbo-
fanenginesbeingdevelopedforithave
beenmiredintechnicaltroubles,forex-
ample,theaeroplaneswillfornowbefit-
tedwithenginesfromajointventurebe-
tweenFrance’sSafranandAmerica’sge
Aviation.Withhundredsofothercompo-
nentsalsoproducedabroad,thefinalpro-
ductisafacsimileofaWesternplane—and
notexactlystate-of-the-art.OneWestern
airline-industrybigwigpointsoutthatthe
c 919 isagenerationbehindAirbus’sfuel-
efficienta320neo,andthereforemuchless
competitiveintheglobalmarket.
Chinafacesthesameproblemintrying
toextricateitselffromtheglobalsemicon-
ductorsupplychain,whichlikethatfor
aircraft iscomplex and dominated by
Americaanditsallies.China’svulnerabili-
tytotechsanctionsbecameclearin2018,
whenDonaldTrump’sadministrationhalt-
edthesalesofsensitivehardwarethatused
AmericantechnologytotwoChinesetele-
coms-equipmentmakers,zteandHuawei.
Toavertanythinglikethishappening
again,thelatestfive-yearplanstipulates
thatChinashouldproduce70%ofthe

chipsitconsumesby2025,upfromless
than20%lastyear.Asintheotherareas,
thecountryismakingsomeprogressto-
wardsthatgoal.smicisplanningtocom-
pletetheconstructionofthreenewfac-
toriesthisyear.Thestatehaspouredhun-
dredsofbillionsofyuanintothesector.
ThemoneyhashelpedChinesechipmak-
ersgoonarecruitingbinge.AlabinShang-
hairunbyMicron,anAmericanchipmak-
er,hasbecomeapoachinggroundforlocal
firms. On January26thMicron saidit
wouldclosethelabaltogether.Theresult
hasbeentoenablesomebigChinesechip-
makers to operate production lines
cleansedofAmericantechnology,notes
AdamSegalofthecfr.

Achipontheirshoulder
Butaswithairliners,theChinesechipslag
wellbehindthecuttingedge.smicandoth-
ersaretryingtofullydomesticatethesup-
plychainforchipswithstructuresmea-
suredintensofnanometres(billionthsof
ametre),anorderofmagnitudebiggerthe
mostadvancedcurrentchips.Thatputs
themafewgenerationsbehindtsmcof
TaiwanandSamsungofSouthKorea,the
twoindustryleaders.Chinaisprobably
yearsawayfromreplicatingthelithogra-
phymachinesbuiltbyasml,aDutchfirm
whichhascorneredthemarketforequip-
menttoetchthetiniestintegratedcircuits
ontosiliconwafers.ShanghaiMicroElec-
tronicsEquipmentGroup,thestatecom-
panytaskedwithcatchingupwithasml,is
runningbehindondeliveringthedevices,
accordingtoTillyZhangofGaveKalDrago-
nomics,aresearchfirm.Somelargeinvest-
mentsinChinesesemiconductorcapacity
havegonetofirmsthatfoldedorturned
outtobefrauds.
InthelasttwocriticaltechnologiesChi-
na’sproblemhaslesstodowithmastering
atechnologyorrecreatingsupplychains
andmorewithovercomingusers’lackof
trustinitsalternatives.Theoperatingsys-
temsthatpowerpersonalcomputersand
smartphonesareaprimeexample.When
