Conversely, integration is less likely where senior
management incorrectly assumes that there are qualified
employees in the external labor market and specifies that areas
such as finance and marketing should have sole responsibility
for strategic planning. Human resource executives who lack a
strategic perspective of the business also impede integration.^104
