center. In 1180–1185 full-scale civil war resulted in the new shadow govern-

ment of the military shogun, moving the de facto center of government east-

ward to Kamakura. In 1221 the ex-emperor Go-Toba renewed the struggle,

using warrior-priests from the old religious-court alliances of the home prov-
