Managing a Diverse Workforce 111
Organizations also suffer when their work environments are hostile.
Higher turnover rates result in increased recruitment and selection
expenses, as well as an us - versus - them atmosphere, which manifests as
decreased cooperation and teamwork and increased distrust among
employees. Organizations that promote diversity will be able to attract
and retain the best employees. Workforces that are representative of the
constituents they serve will also be more successful in expanding their con-
stituent and customer base and will be poised to capture new markets.
A supportive environment in which employees can contribute and
achieve their fullest potential is necessary. All mangers and supervisors
should be held accountable for making the workplace supportive. Diversity
programs will not be successful unless top managers provide leadership
and exemplify the commitment to diversity. Agency and department mission
statements should acknowledge respect for individuals and appreciation
for the contributions each can make; they should state that diversity is
accepted and valued and there will be equal opportunities for each employee
to achieve his or her potential.
At a time when public and nonprofi t workforces are facing signifi cant
retirements, it is important that they do not lose quality employees and
potential employees due to discrimination. As it is, they often have trouble
competing with private for - profi t employers. Qualifi ed individuals are likely
to seek out progressive organizations for employment opportunities.
