Joan E. Pynes is a professor of public administration at the University

of South Florida. She received her B.A. degree (1979) in public justice

from the State University of New York at Oswego and her M.P.A. degree

(1983) and Ph.D. degree (1988) in public administration from Florida

Atlantic University. She is the author of articles and chapters on public

and nonprofi t human resources management.
