he changing dynamics noted throughout the book have brought about
changes in the way public and nonprofi t agencies are organized and
managed. Public and nonprofi t organizations are using the Internet in
innovative ways to deliver services; engage citizens, clients, and volun-
teers; and improve performance. E - government is enabling organizations
to achieve their strategic objectives and improve their administration. To
do that, organizations need employees with skills, creativity, and knowledge
(Cort é s & Rafter, 2007; Podolsky, 2003; Stowers & Melitski, 2003).
