in providing such a manual. The alliances included the major housing and building
companies in the county, the town planning office and the school of architecture.
a few weeks later, a reference group was created and the work on the manual was
launched.
The team began to write down all their best recommendations on locks, doors,
windows, entrances, lighting, etc. The members of the team that were recruited from the
school of architecture attempted to discuss those practical issues in light of theories of
a general character or from the perspectives of urban planning principles. The builders
and managers expected to get checklists for their daily practice. practitioners supplied
examples and comments. The new manual, ‘Bo tryggt 01’ (live safely 01), appeared
at the housing exhibition. The manual design was deliberately a loose- leaf binder,
which provided space for future additions of information. The manual’s text was also
published on the police website and was thus accessible for downloading (Rydberg
2001). The police team offered the manual to every company involved in housing
projects. it was used by the police authorities, by urban planning offices, architects’
offices, local crime prevention boards, as well as housing and building companies all
over sweden. The manual has become a kind of nationwide standards guideline, even
if its origins were local. national authorities in the field applauded the success of the
manual. The policeman was offered new positions, but he stayed at the regional level,
where he believes it is still possible to have an overview and remain what the swedes
call ‘earthbound’.


Comments on a fairy tale

Klarqvist (2004) reports that while he, the architectural scholar, cooperated with
anders Rydberg – the policeman in the ‘fairy tale’ – they were not aware of the
discussions on mode 1 and mode 2 knowledge production. But when invited to report
on their work process, after having read gibbons’ book, they recognized ‘a posteriori’
various components of their own work process as the constitutive elements of mode 2
knowledge production. When their manual for crime prevention was published, they
continued their mode 2-like research activities. he describes them in the following
way:


We invited construction and housing companies to choose one of their
projects as a test bench. around each project the scholars organized three
workshops together with the employees of different positions and professional
backgrounds. in the workshops a) we tested how the existing crime prevention
manual and checklist were understood and applicable to the project, b) we
developed, introduced, tested and discussed new theories and methods, c) we
designed a second version of the manual to be discussed and tested amongst
the participants. This bi- directional knowledge mediation and production will
certainly a) make the manual better adapted to real world processes within
the companies, b) introduce the staff to new aspects of crime prevention in
what is a rather tradition bound sector of society, and c) develop new theories,
methods and processes going beyond its prime intention.
