in 2013. After the birth of their children,
the family movedto Manassas,Virginia,in
1975, for Mary Jo to serve as directorof the
Prince WilliamCountyLibrary System.Upon
herdepartureinMay,1985,ThePotomacNews
editorialized,“Next week, Mrs.Detweilerwill
leave her post, and she will be missed.Hers
was avoice of [library] advocacycombined
with reason,of concernfor people combined

Regie was charismatic,dashing,and athletic.

Bank. Regie enjoyedhis outingsand traveling,
alwaysagentlemanand agenerousman.
Regie lived life to the fullest, enjoyingevery
moment.

ical Works after the war and was recalled

an MBA from AuburnUniversity.The rest
of his militaryserviceincludedassignments
at the Air Force MaterialsLab in Ohio,Air
TechnicalIntelligencein Germany,training in

WarCollege,and finishingas the Commander
of the Air Force EuropeanOffice of Aerospace

2019.
From 1953 until his death he was an active
memberof the InternationalAssociationof
Lions Clubs serving the communityin all of his

Directorsof the Old DominionEye Foundation,
and in 1999-2000he was the presidentof the

withthe U.S. Government,workingat the
Federal Trade Commissionand servingas
Directorof the Bureauof Complianceat the
ConsumerProductSafetyCommissionand
DeputyChiefCounselat the SmallBusiness
Administration.
In 2001,Kay movedto Delaware.Aloveof
theaterled her to becomeCouncilChairfor
the ClearspaceTheatreCompanyin Reho-

and nationally.Politicaltalk shows,newspa-
per articles,books,and conversationswere
her passions.

She visited many NationalParks,where she
expertlymanagedthe campinggear in the
back of the stationwagonand prepared
heartymealsonpicnictables.Morerecently,
sheandHanstraveledwiththegrandchildren
totheGalapagos.
In additionto family and traveling,Helen's
greatestpleasurewas welcomingguests
into her home,preparingample meals,and
servingstrong coffee.Countlessmusicians,
friends,childrenandgrandchildrenoffriends,
neighbors,and families of colleagues
enjoyedherhospitality.
Until the very end, she alwaysmade sure
everyonefelt at home and was well taken
careof.

Helen marriedHans Gerard Kaper in 1962,
and togetherthey had two sons,Tasso and
Bertrand. The family immigrated to the US
on July 29, 1969, sailing on board the S.S.

She was bornin Caribou,MaineApril11,1931
to the late Marthaand PhilipSoucia.She was
raisedin Caribouand graduatedwithhon-
ors fromCaribouHighSchoolin 1948.She
startedworkingin PresqueIsle,Maine for the
NewEnglandTelephoneCo.and transferred
to C&PTelephoneCo.inWashington,DC in
1950 whereshe met her futurehusband,Bill.
She continuedworkingwhileBill completed
his Navyserviceand Collegeeducation.They
weremarriedin 1954and havelivedin Poto-
mac,Marylandfor over50 years.
Phylliswasoutgoing,lovedhostingfamily
gatheringsand makingnewacquaintances
feel at home.She was activein the Potomac
Women’sClub andQuesters.Both organi-
zationsraisedmoneyfor localcauses.She
servedin manyrolesand wasPresidentof
bothgroups.She wasalsoactivewiththe
PTAand Faith UnitedMethodistChurch
whenthe childrenwereyounger.
In her sparetime,she was an avid readerand
lovedto playMahjonggand MexicanTrain
withher friends.Inaddition,she was talent-
ed in Needlepointand receivedmanyawards
for her work.She enjoyedtravelingand was
ableto visit mostof the continentalUnited
StatesincludingAlaskaand Hawaii,as well
as Europe, the far Eastand Australia. Of par-
ticularenjoymentwas the timespentat the
beachhousein RehobothBeach,Delaware.
She is survivedby her husbandBill, married
for 67 years,childrenBarbaraW.McIntyre
(Roger),William,III (Laura), and Tedd (Kris)
and GrandchildrenMikayla,Paige and Me-
aghanMcIntyre,Brendanand AndrewWar-
shauerandChaseWarshauer.She is also
survivedby sistersMaryVonBretzel,Marlee
Wilson,Jane Southerlandand brother,Max
Souciaplus several niecesand nephews.She
waspredeceasedby her sisterPat.
Phylliswill be greatlymissedby all. Her Cel-
ebrationof Life will be heldat Faith United
MethodistChurchin Rockville,Marylandon
April11, 2022,at 11 a.m.and her burialat
ArlingtonNationalCemeterywill occurat a
futuredate.

was acommunicationslawyer in Washington,
DC and aprofessionalphotographer.Hewas
an avid world traveler and his passionfor
wildlifeandtravelphotographyliveonthrough
hisimages.Heisdeeplymissed.
Mark is survivedby his wife Lisa Russell;
stepdaughtersSydney and IsabellaDarko;
motherElinor Kopmar;brother Jim (Agnieszka)
