he Global R&D Summit
2017 organised at The Lalit
Ashok, Bengaluru, on April
6-7 provided a unique networking
ground for people to explore new
collaborations.
The summit was organised
by Department of Science and
Technology, Government of India
and the Federation of Indian
Chambers of Commerce and
Industry (FICCI).
Shekar Viswanathan, Chairman,
FICCI Karnataka State Council; and
Vice Chairman and Whole-time
Director, Toyota Kirloskar Motor
Pvt. Ltd., highlighted the fact that
innovation in R&D is the backbone
of social and economic progress of
any country.
Professor Ashutosh Sharma,
Secretary, Department of Science
and Technology, Government of
India gave information about the
many programmes promoted by
the government for supporting
industrial partnerships. He said that
our country needs to reach a level
where two-third of the support for
R&D starts coming from the private
sector while one-third is provided by
the government.
Gaurav Gupta, Principal
Secretary, Department of IT, BT
and S&T, Government of Karnataka,
explained how the state is leading
the R&D space with the help of its
policies. He also mentioned that the
state has conducted several rounds
of discussions with various countries
to nurture the R&D capabilities of
Bengaluru for making it the hub of
innovation.

R&D awards to winners for their
innovations at the summit.
The Department of Science

and Technology, Government of
India and the Ministry of Economic
Development of the Russian
Federation signed a joint declaration
to stimulate cooperation in the field
of promoting innovation ecosystem
between the two countries. The
National Science and Technology
Entrepreneurship Development
Board of the Department of Science
and Technology, Government
of India will be responsible for
the implementation of the joint
declaration from the Indian side.
Fomichev Oleg Vladislavovich,
State Secretary-Deputy Minister
of Economic Development of the
Russian Federation talked about
the long-lasting India-Russia
partnerships and stressed the need
to extend the collaborations in
developing innovation capabilities
for various sectors.
Prof Sharma released the FICCI-
Edelman Knowledge Reports on
‘Bengaluru as Innovation Capital’
and ‘Harnessing Private Sector
Investment in R&D’ at the event.
RV Deshpande, Minister for

Small, Medium & Large Industries
and Infrastructure Development,
Government of Karnataka said
that the country needs to increase
the GDP spent on R&D from 1 per
cent to realise India’s bright future.
Deshpande said Karnataka was the
first state to bring a start-up policy
in the country.
Nirankar Saxena, Assistant
Secretary General, FICCI, said
the Federation plans to start an
incubation centre in Bengaluru and
will seek to identify and support
entrepreneurs working towards
creating jobs and livelihood
opportunities for the people of
Karnataka.
The Global R&D Summit 2017
witnessed participation of more
than 200 delegates attending eight
thematic sessions on various aspects
of R&D primarily focusing on the
future of R&D ecosystem, best policy
interventions from across the globe,
challenges and opportunities faced
during the private sector investments
in R&D, entrepreneurship, and
global collaborations.
