the 1990s to build peace in
Russia and neighbouring
countries. In recent years it
has supported work in both
Russia and Ukraine using the
Alternatives to Violence
Project (AVP), which trains
people “to deal with
potentially violent situations
in new and creative ways”.
AVP Ukraine, based in Odesa
and Kharkiv, worked
extensively in 2014-15 with
the many internally displaced
people fleeing the conflict
zone in eastern Ukraine.
Whenever there is a war,
especially one where right
and wrong seems particularly
clear, there are Quakers who
struggle with what to do in
the face of evil, and some
decide that they must fight.
Indeed, Quaker Faith &
Practice, the collection of
Quaker belief, wisdom and
spiritual insight, has a whole
section on “dilemmas of the
pacifist stand”. Quakers who
do take up arms recognise
that there will need to be
work afterwards to rebuild
peace, and that this should
have at least as much
attention, effort and resources
as making war.
Already we can see that,
however the war ends, there
will be a legacy of
displacement and trauma to
deal with. We need to answer
the question: “What is
needed so that Russia’s
neighbours do not see it as a
threat?” Fail to answer that,
or answer it badly, and we will
see Europe militarised for
years to come. Answer it well
and we could see enemies
become friends and allies,
working together for a better,
more peaceful world.

options are very limited: flee
or be harmed. Yet there are a
surprisingly large number of
situations, even in wartime,
when non-violent responses
are available, and work. The
people of Slavutych in
northern Ukraine, who
gathered in huge numbers to
demand successfully that
Russian soldiers release their
mayor and leave their town.
The phone calls to ordinary
Russians, giving them
alternatives to the news from
their government, as a way to
inform and change public
opinion. The Ukrainian
officials allowing Russian
PoWs to call home,
reaffirming the humanity of
both captors and prisoners.
The role for those of us in a
position of safety may be to
share these stories, to inform
or inspire others.
Quakers often talk about
“that of God in everyone”. It
means that everyone has the
potential for goodness, for
being close to God. It’s this
spirit that has led Quakers to
work with prisoners, support
refugee rights and help to
build cross-community links
after conflict. It’s why
Quakers across Europe are
responding to both short-term
needs (housing, etc) and long-
term ones (psychological care
and childcare) of refugees
from the war in Ukraine.
Quaker connections with
Russia are centuries-old: it
was a Quaker, Thomas
Dimsdale, who vaccinated
Catherine the Great against
smallpox; Daniel Wheeler
and family drained the
marshes around St
Petersburg in the 19th
century. In the present day,
Friends House Moscow, with
the help of Quakers in the
UK and US, has worked since

pacifist at a time
like this? Does a
church like the
Religious Society
of Friends, the Quakers, have
anything useful to say to the
horror that is the war in
Ukraine?
Ever since the early 17th
century, Quakers corporately
have been against war. As our
short booklet of spiritual
guidance, Advices & Queries,
puts it: “We are called to live
‘in the virtue of that life and
power that takes away the
occasion of all wars’. Do you
faithfully maintain our
testimony that war and the
preparation for war are
inconsistent with the spirit of
Christ? Search out whatever
in your own way of life may
contain the seeds of war.
Stand firm in our testimony,
even when others commit or
prepare to commit acts of
violence, yet always
remember that they too are
children of God.”
There’s a lot in that short
paragraph. The vision of the
world that we want to see.
The recognition that our
connections and possessions
can implicate us in future
conflicts, something that
countries and companies
trying to extricate themselves
from Russian money and
fossil fuels are waking up to.
The recognition of the
sacredness of all human life.
