It can be seen from Fig.3.70that, the averages of SCI per capita of eastern,
central and western 211Us are on the step-wise decaying trend. Inside eastern
211Us, the average of HSZUs is larger than that of JUs or OUs.
It can be seen from Fig.3.71that, the average of SCI per¥10 million of the
central 211Us is higher than that of the eastern or the western 211Us. Inside the
eastern 211Us, the average of OUs is higher than that of HSZUs or JUs. With a
reference to the data of total R&D grants, it’s easy tofind that over-investment in
R&D grants could not guarantee the fast growth in SCI articles.
It can be seen from Fig.3.72, in most years, the average of TOPESI per
