It can be known from Table4.22that, in 2006–2010, the redundant proportions

of T&R Staff of DEA-inefficient eastern 211Us is lower than that of the

DEA-inefficient central or western 211Us. Thefive-year averages of redundant

proportions of T&R Staff of DEA-inefficient eastern, central and western 211Us are

−30.34,−40.19 and−39.35% respectively. Inside eastern 211Us, the redundant

proportion of DEA-inefficient JUs is much lower than that of HSZUs and OUs, and

the means for JUs, HSZU, and OUs are−24.02,−34.68, and−34.45% respectively.

And from Fig.4.12, we can observe that the redundant proportion of T&R Staff of
