indicator of R&D Staff with Senior Titlefirst decreases then increases, and then
plummets, and on the indicator of R&D Grants, that of 985Us or non-985Us is
fluctuant, yet with a clear downtrend.

(3) Analysis on the Eastern, Central and Western 211Us


It’s observable from Table4.34that, on the indicator of R&D Staff with Senior
Title, the redundant proportion of western 211Us is higher than that of central
211Us, and that of central 211Us is slightly higher than that of western 211Us,
showing a step-wise decaying trend. Thefive-year averages of redundant propor-
tions in eastern, central, and western 211Us are−59.10,−61.72, and−65.88%
respectively. Inside eastern 211Us, the redundant proportion of DEA-inefficient JUs
or HSZUs is lower than that of OUs, and thefive-year averages of JUs, HSZUs and
OUs are−57.82,−57.74, and −63.07% respectively. From Fig.4.24, we can
observe that the redundant proportion of eastern 211Us isfluctuant in thesefive
years, and that of either central or west 211Us is in the steadily downtrend. Inside
the eastern 211Us, the redundant proportion of JUs isfluctuant, and that of HSZUs
or OUs drops substantially in 2009 and 2010.
It’s observable from Table4.35 that, on the indicator of R&D Grants, the
redundant proportion of western 211Us is considerably higher than that of central or
eastern 211Us in 2006–2010, and that of central and eastern 211Us are almost the
same. Thefive-year averages of redundant proportions in eastern, central, and
western 211Us are−60.60, −58.14, and −66.30% respectively. Inside eastern
211Us, the redundant proportion of DEA-inefficient JUs or HSZUs is lower than
that of OUs, and thefive-year averages of JUs, HSZUs, and OUs are−59.85,
−59.43, and −63.39% respectively. From Fig.4.25, we can observe that the
redundant proportion of eastern or western 211Us is in thefluctuant trend, and that
of OUs decreases substantially after 2008.
