downtrend, while that of non-985Us is in the uptrend.
(3) Analysis on the Eastern, Central and Western 211Us
It’s observable from Table4.38 that, on the indicator of Monographs, the
increasable amount of DEA-inefficient western 211Us is high than that of eastern
211Us or central 211Us in most years except 2006, and thefive-year averages of
eastern, central and western 211Us are 2.13, 1.99, and 4.73 respectively. Inside
eastern 211Us, the increasable amount of HSZUs is lower than that of JUs or OUs in
2006 and 2007, but that of OUs is lower than that of JUs or HSZUs after 2008. The
five-year averages are 3.60, 0.71, and 1.52 respectively for JUs, HSZUs, and OUs.
From Fig.4.28, we can observe that, during thefive years, the increasable amount of
eastern 211Usfirst decreases heavily then increases slightly, that of central 211Us is
in afluctuant trend, and that of western 211Usfirst increases steadily then decreases.
Inside eastern 211Us, during thefive years, the increasable amount of JUsfirst
decreases heavily then increases slightly, that of HSZUs is always in the slight
uptrend, while that of OUsfirst decreases heavily then levels off.
It’s observable from Table4.39that, on the indicator of SSCI articles, the
increasable amount of DEA-inefficient western 211Us is lower than that of eastern
