It’s observable from Table4.40that, on the indicator of CSSCI articles, the


increasable proportion of DEA-inefficient western 211Us is lower than that of


eastern or central 211Us in 2006 and 2007, while it becomes higher than that of


eastern or central 211Us after 2008. Thefive-year averages of eastern, central and


western 211Us are 29.67, 48.13, and 49.37% respectively. Inside eastern 211Us,


the increasable proportion of HSZUs is much lower than that of JUs or OUs, in


2006 – 2010, and thefive-year averages of JUs, HSZUs and OUs are 50.09, 2.61,


and 28.40% respectively. From Fig.4.30, we can observe that, in 2006–2010, the
increasable proportion of eastern 211Usfirst decreases then increases, and that of


western 211Us is basically in the uptrend, that of western 211Usfirst decreases


slightly then increases heavily and then decreases slightly again. Inside eastern


211Us, the increasable proportion of JUsfirst decreases then increases, and that of


HSZUsfirst increases slowly and then decreases slowly, while that of HSZUsfirst


increases then decreases heavily.

4.3.1.1 Efficiency Status of Research Production in 211Us


According to the empirical results in this chapter, in the period of 2006–2010, the


proportion of overall technically efficient 211Us is around 33–43%, and the pro-


portion of scale efficient 211Us is around 35–40%, with 10–15% of all universities


operating in the area of increasing returns to scale (IRS), and 45–55% operating in
