Add your picture to the border
Copy the Painted Border Pack folder from the disc or download
it to your computer, then open the picture you want to frame in
Photoshop CC. Press Ctrl/Cmd+A to select the whole image,
then Ctrl/Cmd+C to copy it. Now close it down with Ctrl/Cmd+W.
Go to File > Open and navigate to the borders, then double-click
on the one you want to use. Once it has opened in Photoshop,
you can rotate it using Image > Image Rotation if your picture
is composed vertically (portrait-format). With this done, you
can then change the size of the border, if required. To add
the picture to the border, press Ctrl/Cmd+V. The image
will be pasted on top of the border in a new layer. You’ll
see this if you look in the Layers Panel (Window > Layers).

Try a black border for a different look
A black border can be effective for prints and web use, and can
make colourful, highly saturated images really pop. If you want to
try it, follow the first two steps exactly as above, but before saving
the image, go back to the Layers Panel and click on the Border
layer (the Background layer) to make this active. Go to Image >
Adjustments > Invert (Ctrl/Cmd+I) to invert the colours and turn
the border into a negative. Now click back on the picture layer
to make it active and change the Blending Mode from Screen
to Multiply. This will give the opposite effect of the standard
method and reveal a black border through the picture.

Adjust the picture size to fit
To reveal the border around the perimeter of the picture, open
the Layers Panel, click where it says Normal, and change the
Blending Mode to Screen. To size the image to fit the border, press
Ctrl/Cmd+T to enter Free Transform mode; after zooming out
(Ctrl/Cmd+Minus), drag the corner handles of the bounding box
to resize and reposition the picture within the border. Check
carefully around the perimeter to make sure don’t leave a hard
edge where the picture ends; once you’re happy, double-click
inside the bounding box or press Return. This will confirm the
Transform changes you’ve set and apply them at high resolution.
Go to File > Save As and save the bordered version as a JPEG
under a new name, and you’re all set to make a print.

Reshape the borders to suit your pic
Not all images correspond to the A4 ratio of the borders. You may
have cropped a shot to square format, opted for a 4:3 aspect or
even created a super-wide panorama, so there will be times when
you’ll need to break away from standard sizes. In these cases, first
open your image, then open the border you want to use. When it’s
on-screen, press Ctrl/Cmd+A, Ctrl/Cmd+C, and Ctrl/Cmd+W,
then press Ctrl/Cmd+V to paste the border over the image.
Change the Blending Mode to Screen. Press Ctrl/Cmd+T and,
while holding Shift, adjust the handles at the sides, top and
bottom to stretch or compress the border to match the image.
