Duplicate the Background Layer
by pressing Ctrl/Cmd+J, then go
to Filter > Blur Gallery > Tilt-Shift.
When the dialog box opens, drag the top guide
down half of the default distance, then drag the
circle in the centre of the guide up so the middle
section of the guide is over the tree branches.
Set Blur to 30px and click OK. To complete the
effect, create a Hue/Saturation Adjustment
Layer and increase Saturation to +15.

Use the Elliptical Marquee Tool to
draw an oval around the tree. (To
move the selection, keep the left
mouse button held down, hold down Space
and drag.) Now go to Select > Modify > Feather
and set Feather Radius to 250 Pixels and
click OK. Press Ctrl/Cmd+Shift+I to invert
the selection. Create a Curves Adjustment
Layer; click in the centre of the Curve and
drag down and to the right to darken.

Create Lens flare
Duplicate the Background Layer
(Ctrl/Cmd+J), then go to Filter >
Render > Lens Flare. Set Lens Type
to 35mm Prime, or try the others. Position the
bright centre between the mountains in the
distance by dragging it in the dialog box and
set Brightness to 100% before clicking OK.
Next, create a Photo Filter Adjustment Layer;
keep the default Warming Filter (85), but
set Density to 50% for a stronger effect.
