he provincial government of

Camarines Sur recently unveiled

its plans for the new CamSur

Capitol building—a world-

class, eco-friendly structure

that pays homage to the province’s rich history.

Conceptualised by Carlos Arnaiz Architects

(CAZA), the Capitol will be designed to be

enjoyed by Filipinos for decades to come.

The building’s design is inspired by the

region’s signature produce, pili nuts. Husk-shaped

structures are assembled in a spiral to create

the illusion of a mountain when viewed from

the horizon, and a fl ower when seen from the

sky. The spiral arrangement creates a covered,

open-air atrium at the centre of the building,

while each individual “husk” contains a series of

roof terraces. The Capitol will be divided into

four levels: a covered parking area with drop-

off points, a multi-purpose lobby, an innovative

workspace, and the governor’s quarters.

The new CamSur Capitol will be set in

the middle of a new public park, amidst

lush greenery. It is expected to become an

iconic building that will set new standards in

local architecture.
