graduated magna cum laude from Amherst College with a BA in history and
political science, received an MA from Princeton University in international
relations and comparative politics, and completed his Ph.D. dissertation at
Princeton University on Chinese aerospace development. His research, which
focuses on East Asian defense, foreign policy, and technology issues, has been
published inJournal of Strategic Studies, Comparative Strategy, Undersea Warfare,
Space Policy,andNaval War College Review.

John Garofanois Jerome Levy Chair of Economic Geography and Professor,
National Security Affairs, and Professor in the Strategy and Policy Department
at the U.S. Naval War College where he also teaches electives on Asian security
issues. Dr. Garofano’s research interests include military intervention, Asian
alliances and security problems, and the making of U.S. foreign policy. His
writings have appeared inInternational Security, Contemporary Southeast Asia,
Asian Survey, and the Naval War College Reviewamong others. Prior to joining
the War College Dr. Garofano was Senior Fellow at the Kennedy School of
Government, Harvard University, and has taught at the U.S. Army War College,
the Five Colleges of western Massachusetts, and the University of Southern
California. Dr. Garofano received the Ph.D. from Cornell University and an
MA from the Johns Hopkins School of Advanced International Studies.

James R. Holmesis an associate professor in the Strategy and Policy Department
at the U.S. Naval War College. He is a Phi Beta Kappa graduate of Vanderbilt
University and earned graduate degrees at Salve Regina University, Providence
College, and the Fletcher School of Law and Diplomacy at Tufts University,
where he was awarded a Ph.D. in 2003. Dr. Holmes graduated from the Naval
War College with highest distinction in 1994 and was the recipient of the Naval
War College Foundation Award, signifying the top graduate in his class. Before
joining the Naval War College faculty, he was a senior research associate at the
University of Georgia Center for International Trade and Security, Athens, GA;
a research associate at the Institute for Foreign Policy Analysis, Cambridge,
MA; and a U.S. Navy surface warfare officer, serving in the engineering and
weapons departments on board the battleshipWisconsin,directing an engineer-
ing course at the Surface Warfare Officers School Command, and teaching Strat-
egy and Policy at the Naval War College, College of Distance Education. He is
the author ofTheodore Roosevelt and World Order: Police Power in International
Relations,co-author ofChinese Naval Strategy in the 21st Century: The Turn to
Mahan,and co-editor ofAsia Looks Seaward: Power and Maritime Strategy.

John Curtis Perryis Henry Willard Denison Professor of History at the Fletcher
School of Law and Diplomacy, Tufts University. Dr. Perry is currently the direc-
tor of the Oceanic Studies Program and was formerly the director of the North
Pacific Program at the Fletcher School. He is a senior advisor to the Japan Society
