oing by some recent reports we received
from reputed real estate consultants, the
affordable housing segment seems to
be taking off. Considering that the overall
housing market continues to show stagnancy, this
uptick in affordable housing — both from sup-
ply and demand side — will be a key driver for the
residential sector.
The government is helping. The government has
extended the benefit of Credit Link Subsidy Scheme
(CLSS) on home loans for the Middle Income Group
(MIG) under the Pradhan Mantri Awas Yojana (Ur-
ban) till the end of March 2020.
While this is good news, there are also con-
cerns about quality of urban living, which should
be a priority for policymakers. There are many
urban problems that need to be addressed and
inadequate affordable housing is among the most
serious. Without affordable housing in the formal
housing market, millions among the poor have
found shelter in slums where there is limited access
to basic amenities and risks of demolition are high.
Given the scale of the problem, it is impossible for
the Indian government alone to deliver well located
“housing to all”; housing markets will also have to
play a critical role to meet objectives.
Moreover, rigid rules about how much can be
built and where, coupled with a regulatory maze in
getting essential permits, have created frictions in
the housing market. If this is eliminated to a certain
extent, then India will have fewer housing woes.
