gradually fade away during the
evening as a slight ridge of high

A
ir pollution is not a new
problem. As far back as
1272, King Edward I
ordered coal burning to
be banned in London to
get rid of the foul smog choking the
capital, but his ban was widely
ignored. And further attempts at
smoke control by Richard III, Henry
V and Elizabeth I also failed utterly.
It wasn’t until the 17th century
that a pioneering environmental
campaigner stepped forward to fight
for clean air. John Evelyn is best
known these days as a diarist, but he
was also a gardener and forester,
and passionately concerned with the
air pollution in London. In 1661 he
wrote Fumifugium, an appeal to
Charles II to clean up the capital’s
air, which he described as “a hellish
and dismall cloud of sea-coal... The
city of London resembles more the
face of Mount Etna.” He described
how Londoners were suffering from
the stench of the smog, a threat not
widely appreciated, as he wrote,
“Inhabitants breathe nothing but an
impure and thick Mist accompanied
with a fuliginous and filthy vapour.”
The pollution was particularly bad
because the cheap sea coal that was
used produced clouds of smoke. In
far-sighted proposals, Evelyn
suggested using alternative fuels
such as wood instead of coal, and
although wood was expensive he
suggested planting new forests in
southern England to bring down the
cost of wood for fuel. He proposed
relocating polluting industries
outside London away from the
people whose health it affected and
even envisaged a green belt around
the city, planting gardens and
woodlands in new parks.
But Evelyn’s warnings fell on deaf
ears and Charles II ignored his
proposals. Fumifugium was so far
ahead of its time that it wasn’t until
the 1950s that the UK introduced
effective smoke-control laws. But
Evelyn’s writings have been an
inspiration for today’s air pollution
campaigners fighting to curb the
menace of modern pollution from
traffic and industry. You can find out
