flying combat missions in two theaters. To
get these air wings and squadrons ready,
however, it has come at the expense of our
‘bench’. We’ve been forced to accept risks
in manning, training and equipping units
in early phases of work-ups to ensure that
deploying squadrons and ships have the
parts, people and airplanes they need to
be ready.’

New priorities
On one of his first trips in his new role,
Miller visited NAS Fallon in Nevada, which
is home to the Naval Aviation Warfighting
Development Center (NAWDC). Here he
spoke of new priorities for naval aviation

which he described as: ‘warfighting and
people, and the readiness of both.’ Miller
elaborated: ‘It is easy sometimes as a
TYCOM to focus entirely on readiness, but

we should never forget that we are in the
business of fighting and winning wars.
Our focus, therefore, is on warfighting.
