thinktheissuessheraisesare
problemsforPākehā.
Withfew exceptions,
schoolsinlowerdecileareas,
wherelargernumbersof
Māoriwhānaulive,arelikely
tofaceproblemsretainingex-
periencedteachers,alsowith
fundraisingandschooldona-
tions.Whatdiscretionary
fundsexistarelikelytobe
exhaustedbyrepairstobuild-
ings,providingbreakfasts,
stationeryandbasicitemsto
enablestudentstoparticipate,
ratherthanbeingfullyavaila-
bleforenrichingitemssuch
asnewbooks,sportsequip-
ment,technologicalupdates
orschooltrips.
Wealsoknowchildren
tendtofulfilexpectations
andthatlowerexpectations,
whetherasa resultofracism
orotherbias,resultinlower
scholasticachievement,low-
erself-esteemandtherefore
alsopoorerbehaviourand
mentalhealth,nottomen-
tionlowerearningcapacity.
TheMāoriyoungpeopleI
knowwhoaredoingwelland
makingvaluablecontribu-
tionstotheirpeopleandto
societyarethosewholiveat
leastsomepartoftheirlives
inteaoMāori.Theycome
fromhomeswhereMāori
tikangahasbeenthewayof
thinkingandthewayofdoing
things, and often where te reo
