Factors concerning the United States cannot be overlooked in global climate
political patterns while China-EU relations are properly handled. President Obama
vowed within his second term to give priority to addressing the issue of climate
change, while the rapid development of shale gas has also greatly increased the
USA’s impetus for encouraging low-carbon development. Once the USA has
established the strategy for coping with climate change and low-carbon develop-
ment, it will more actively seek leadership on the climate issue in the international
arena. The global climate political pattern will become more complicated, to which
attention should be paid. Fundamentally, a scientific, completely internal policy
mechanism serves as the foundation for climate diplomacy; China can better and
more energetically participate in global climate governance only after it conscien-
tiously transforms its developmental thinking, establishes a low-carbon develop-
ment strategy and improves its overall competitiveness in low-carbon development.
